I know it's a bit overkill but I would totally wear these leggings with a pair of LACE tights underneath. The Kova & T Black Lace Leggings would be perfect underneath to give the look a little something special without being to distracting to the overall design of the leggings. I think they would also be cute with a pair of white lace tights, red or hot pink (or other fluorescent colors). So many possibilities!
I'd keep my top simple and pair the leggings with something like the LnA Deepy V Elastic Waist Dress in white to make the leggings stand out. The LnA dress is such a nice short length dress that's the perfect length to pair with some leggings.
I think I would skip out on any necklaces or scarves and give this a nice huge cuff like the CC Skye Halston Cuffs in Black and a simple hat like the Eugenia Kim Max Vented Toyo Fedora to round things off. Oh and I totally agree with your boot comment, must pair these with a nice set of lace up boots but leave them unlaced!

I'd definitely wear them with my Pencey Cold Explosion Fringe Dress and as far as accessories go, I'd keep it simple with some silver gunmetal-esque rings of my own as well as the Ben Amun Link Bracelet in silver. There's already a lot of awesome going on so I wouldn't be too overwhelming with the accessories.
